I asked LEGO about series 4 stuff and suggested some tribes like the Eye Guys, Hydro Hoaders, and Blaster Masters. This is what they said-

The Mixels are pretty awesome! We are very excited about the new series coming out. However, the Mixels and the their tribes are going to be all new. The next series just like we did with series 1 through 3 are going to be all brand new.
Your Mixel creations sound great! Thanks for sharing such a cool idea with us. I really like the colors and the Hydro Hoarders that are based on water the best.

So, that means there are no new Mixels of already existing tribes. THAT MEANS BURNARD IS NOT AN INFERNITE!!! He is probably based on Fire, but the tribe is different.
